The Natal Municipal Association applauds the action of the Hon. the Minister of the Interior in the appointment of this Commission, for the purpose of investigating the respects in which Chapter 1 of the Asiatic Land Tenure etc. Aot requires to be amended to be an effective instrument for the solution of the long-standing and vitally important problem of "Indian Penetration". The Association expresses the hope that the urgency of the proposals which it makes in this Memorandum will be recognized ; and that the Government will not permit any avoidable delay in promoting the legislation which will be necessary to give effect to them.
