In reply to your letter dated 24th November 1944, relative to the above, I beg to comment as follows:

Perusal of the memorandum submitted by the Natal Indian Congress emphasizes the extreme difficulty of replying to statements made, when there is an underlying political aspect to much of the complaint against the City Council's past record in the matter of housing and its proposed post-war
programme.
