In 1959 the Durban City Council established a "site and service scheme" at Springfield Flats, on the southern bank of the Umgeni River, to provide alternative accommodation for Indian families whose illegal shacks had been declared a health hazard by the Medical Officer of Health. The sites made available at "Tintown", as it crune to be called, were viewed by the Council as a short term solution, until alternative low cost housing could be provided by the Local Authority.....
