Description: The photograph depicts Lord Milner and dignitaries surrounded by a large gathering for the National Assembly, possibly in Lesotho. Milner and the dignitaries are seated on a platform, which is below a small canopy or sunshade. There are two Union Jack flags on the canopy, and a banner across the canopy which possibly reads "God Save the King". Lord Alfred Milner, Viscount Milner, was British high commissioner for South Africa and governor of the Cape Colony from 1897 to 1905. According to the website for the Parliament of the Kingdom of Lesotho the Basutoland National Council first met during July 1903. The Council subsequently met in 1905 and 1908, and once a year thereafter.
