Description:  The photograph depicts Lord Milner giving a speech at the National Assembly, possibly in Lesotho.  Alfred Milner, Viscount Milner, was British high commissioner for South Africa and governor of the Cape Colony from 1897 to 1905.  According to the website for the Parliament of the Kingdom of Lesotho the Basutoland National Council first met during July 1903.  The Council subsequently met in 1905 and 1908, and once a year thereafter.
